One example of a difference that actually affects one's day to day life is road ownership. Not quite the same as a city (although similar). In 1979, students at MSU led a successful petition drive to annex a strip of the MSU campus (including over 3,000 dorm beds) from Meridian Charter Township to the city of East Lansing. In general, it is more difficult for cities to annex land from a charter township than from a general law township. For example, streets and roads in a charter township are still under the authority of the county road commission, just as in a general law township. However, a charter doesn't change the fundamental relationship of townships to counties and cities. That allowed a far more customized structure, and a means to change that structure when needed.Įventually the charter model was extended to townships, to allow more urban townships to partially escape the "general law" straitjacket, and typically to have higher tax rates and more services. That law prescribes the structure of township government in detail, officials to be elected, tax rates, etc., with few options for individual variation.Ĭities in Michigan used to be incorporated under those kinds of rigid rules as well, until they came up with the idea of "home rule cities", where the city residents would write and adopt a city charter. Most Michigan townships are "general law townships". Every township in Washtenaw County (except Ann Arbor Township) is split by school district boundaries. For example, a small part of the city of East Lansing is actually in the Lansing school district. Zip codes, school districts, telephone exchanges, all have boundaries that ignore city/township lines. That number has been reduced to only dozens in recent years. Formerly, there were hundreds of enclaves of Ann Arbor Township surrounded by city of Ann Arbor territory. When a city annexes land from a township, it might sometimes isolate another township area. When a village becomes a city (as Dexter did a few years ago, and Chelsea did in 2004), that removes the territory from the township(s) that used to include the village. If you live in a village (such as Barton Hills), you are also still a resident and taxpayer of the township where you are located. Villages are subsets of one or more townships.
